xav-70bt dvd regions. can they be changed?

I've recently bought an xav-70bt from the U.S. It won't play region2 dvds. Can it be reprogrammed to play multi region dvds?

Also the tuner only tunes in steps of .2. can this also be reprogrammed to tune in steps of .1?
