hangouts messages won't show...

They won't show in the notification panel, it's only when I go on hangouts they come up.

Settings > notifications > hangouts > make sure that you haven't blocked them all.

Hangouts isn't blocked, I don't have anything blocked, it says that anyway 😕

Test the phone in >>> safe mode

Thanks :D, testing it in safe mode made me know what was wrong scene as the messages came through correctly. Thanks so much!! 😁

The issue its a third party app, which one? no one know, you will have to uninstall one by one until you find the culprit.
