My phone is only charging up to 82% and then starts dropping, even though my phone stills says that it is charging. I have tried doing a hard reset and still no luck.

You might experience that the battery does not charge to full capacity. If the battery temperature reaches a preset threshold, the device stops charging.
First of all, I suggest that you make sure that you are using an original Sony charger and USB cable specifically intended for charging your device. Other chargers may be too weak as they may have a different electric current rating (mA). It is recommended that you use a charger that is plugged into a wall socket instead of using a computer (and USB cable) to charge your device. You can try also another charger in order to make sure that this is not caused by a faulty charger.
You should also make sure that the charger port is free from lint and dust. A blocked port may stop the USB connector to fit properly, and therefore prevent the charging. Gently remove the lint and dust from the USB port using a wooden or plastic toothpick.
Another thing that you can try is to restart your phone in Safe mode and see if the charging works better there. All apps downloaded from Play Store is temporarily deactivated in safe mode, and by restarting in safe mode you can see whether this is caused by a downloaded app. For more information on safe mode and how to use it, click here.
If none of these measures manages to improve the charging of the phone, I suggest that you try to perform a software repair on your phone using a computer and Xperia Companion. Please note though that a software repair will erase all user data, so remember to do a backup of your user data first.
