yes you can, but you won't be able to make nor receive calls nor send/receive SMS/MMS

If the only purpose is to access the locally stored data on the phone, you can absolutely use the phone without a SIM card. If you want to access the Internet for some reason, you will need to connect your phone to a Wi-Fi.
