hi,i want to find out why my pictures sizes are so small.what do i do wrong?instead of a 11-12 mb picture i only have 2-3 or 4 mb?thx.

It sounds like you need to find the option in the camera setup menu to adjust the resolution / picture quality of your photos. The details for this can be found on this page of the online user guide:

MENU --> Still Image Size --> Desired Size
Basically, when choosing the overall quality of your captured images, you need to consider what you will eventually want to do with them. If you are going to get large prints done i.e. A4, A3, canvas prints then you will need to choose one of the higher image sizes which will also mean that you will be able to store fewer images on your memory card - on this camera the top setting is 18 megapixels. On the other hand, the lowest setting is VGA standard which will look acceptable on an email attachment but not necessarily when printed. Usually, I would advise leaving the camera set to one of the middle options such as 10 megapixels as this will give you the best of both worlds.

i was incomplete in my explanation.
i was set the camera at 16:9(13M) on manual mode and that's all.
i don't have that quality menu (normal-fine-superfine)
all my pictures are 3-4 M AND ARE VERY VERY UGLY
both on on automat and manual or other all ways posibble
please help.

Your camera is simply doing what all cameras do: it takes the maximum resolution (eg 12 megapixels) and compresses the file to a few Megabytes.
Your photos should still measure the same in pixels (maximum size for the HX200V is 4896 x 3672 pixels) regardless of the file compression used: remember file size in Mb is no indication of image size in pixels.
If you are finding your pictures have poor image quality there could be many reasons: check that your image measures 4896 x 3672 pixels. If it does, it is already at maximum resolution. Remember results of photos taken in very poor light will not give the best quality results.
If you are sill in doubt, perhaps you could post an example here on the forum and I'll try to work out where the problem is

it's very right i was taken pictures on a cloudly weather,but still...today is a sunny day.maybe i will have much chances to take some good shots.i will post 1 or 2 pics if there are not ok on a sunny day.but,i haven't that kind of problem with my older sony,indoor,outdoor,clodly,sunny...i was always content by my results.
i went yesterday at my dealer and he said the camera is ok.i made some indoor pics and were good...ish but only on manually and with a big contrast and color and always with the blitz open.
