PMB ver3 won't install on windows 7 x32

I have downloaded PMB v3 from sony's website - but when i click on install - nothing happens - no error messages or anything.

I have followed the instructions on their website - renaming the runtime folder, I don't have the 11 folder so thats as far as I can go!

Any help would be appreciated.

You have to have installated PMB from original CD once, on Your PC, to be able to install update. Did You.. or..
