My support for What's App is a bit limited as the app is not manufactured by us, but have you checked whether What's App has permission to use the internal storage of the phone? To check this, find and tap Settings > Apps & notifications > Show all XX apps > What's App > Permissions. Also, have you been in contact with the support at What's App to see if they have a solution to this?
