wh-1000xm3 will not connect to PC

I had trouble for a while trying to pair the headphones to the PC. I have now paired them but they won't connect and if they do it just disconnects after 20-30 seconds.

did you initialize/factory reset the headphones OR repair them with the PC?

I have intialized and factory reset the headphones and I have tried to repair them multiple times
