Sony vaio desktop all in one

I have Sony all in one desktop computer think it is L series , when I plug in green light is on but will not boot up the screen flashes every few seconds, will not take the windows 10 disc , changed hard drive it’s not that .

Hi contacted Sony , gave details ie model number but wanted serial number but could not find .so no haven’t solved problem , looking for used iMac. Regards
